I did a search on this and got some info but am still unclear.
Specifically, I want to use my own sounds (wav files) in PA9. I know that they must be converted to .sf2 files, and I've done this with several in Vienna. My sound card is the PC512.
What do I need to get them into PA9? What is a DXI wrapper?

You need a soundfont player or basic sample player. Give KVR a try and search their site. You will be suprised what you will find, just make sure it is in the DXi format.
