Whilst in the track view press the N key to toggle the enable/disable snap setting.

Watch the screen while you do it and you will see where you can click to adjust all snap settings.

You will have to "export" your project file as a stereo wave file before you can convert it to mp3.

This could be something to do with sample rate settings. Check that the bit depth and sample rate you have set in Sonar match those that your soundcard is using.
