starting fresh and seeking information

Hi,
I am about to get a new computer and the whole main purpose is for music composition. I want to tailor my hardware to optimize the software that I buy. I am considering Cakewalk, Finale, and Sibelius. Could someone help we with answers to these questions?
What is mainly better about Cakewalk versus Final or Sibelius?
What software has good notation ability plus built-in synthesizer functions enabling creation of one's own sounds?
What is better, Mac or PC, and why?
If you could design your dream system for music composition and playback, what are some of the components that you would insist on having, and why?
