Tapping in Playback

Hey,
I read some posts on here, but I can't figure it out. I have an Extigy sound card, and when I record over another voice, and then playback, there is this annoying tapping noise. It's something that has to do with the Bit rate or something because When I slide it in the audio settings the noise alters. I cant get a nice clean sound though. The voise is like on and off, on and off. I had this before in an earlier version, but dont know how i gixed it. PLease help. Thanks!
