choppy noise on imported music

i have cakewalk home studio 2002 and sound blaster 4. when i import music from anywhere i get this choppy sort of echoy sound . I tried to import drum tracks from frootyloops 5 in wav form first. At first i thought it was a tempo conflict but it doesn't matter what tempo the track is so i tried importing a song from my computer into the program. same problem. I have not tried any direct recording yet. what do i do?
