Latency Issues

I have latency issues...I think.
I'm attempting to record using multiple tracks. Each time the data that I record is delayed behind the original track.
Any suggestions? I tried playing with the latency related tricks in Options/audio (changing buffer size, etc.)
I'm using an Prodigy 7.1 soundcard, AMD Athlon 2600 chip, 2.13 Ghz, and 480 MBs of RAM.
