Tempo Ratios unusable

I have not been able to use the Tempo Raios feature basically ever. I gave up on it long ago, but now really wish I had it. I understand that if there are audio tracks in my project then tempo ratio does not work, even if I set the Clock to Internal. So I remove my audio tracks, so all I have in there is Midi, set the clock to Internal, and still, the tempo ratios are disabled. It has been this way as long as I can remember, though years ago I recall using the feature. What should I do?
