Midi Effects -> Echo Delay Not Working

Help!
I am trying to use Sonar's midi echo effect rather than having to manually create an echo on a track.
I select the notes and go to Process -> Midi Effects -> Cakewalk FX -> Echo Delay, and nothing happens. I don't get any window that comes up or anything.
Also, nothing happens when I select arpeggiator or chord analyzer.
Any ideas?
