Major dropout, tried all the usual solutions but still bad

I have Sonar 7 Home Studio XL. I've been getting dropout over and over again when recording and playing back. I've tried messing with latency and buffer size/number, I've tried decreasing background tasks, I've even tried running Sonar on an external hard drive. (Might not be doing this right, since on the screen where sonar shows available disk space, its showing the space in my main drive). But i'm still getting dropout. What the heck am I supposed to do? This is ridiculous.
